flashmob/improv outside type idea

evileOK, I got me an idear. Based on the Free Hugs movement.
Signage: "It's going to be OK," "Love not fear" and "Hugs are still free" and things like that. (As tempting as "Jump, Fuckers" may be...that's not what I wanna do here.)
People: Clean, friendly, un-creepy. Lots and lots and LOTS of people.
Where: I think out front of the Capital, but I dont wanna get arrested, so I'm up for suggestions. Campus?
When: Dunno. Ideas? Maybe the first day of early voting, and give out info about early voting as a sideline?
