The problem is that narcs see themselves as above the law, or they will pick out a certain word or phrase from the way a restraining order or a law is written and decide that since they aren’t doing that exact word, they are not violating the law or restraining order (“I wasn’t punching you, I was hitting you,” as a certain violent celebrity abuser said)
The other problem is that justice in this country is reserved for those who have the money to see it done. Unless you want to hire an attorney, you aren’t going to get much of anywhere on your own with police, employers, government agencies, etc, who find it easier to take the word of an abuser over yours, or prefer to do nothing at all because so many domestic violence cases, especially, end with the abuser and the victim reuniting and deciding that the police are the problem. It’s just not worth the criminal justice system’s time and effort to attempt to do anything before it reaches a fatal point, because the victims don’t have lawyers and money to make justice happen.
And, of course if your abuser has more money and better lawyers than you do, then you are re-victimized in the courts, left with your name ruined and with the huge bills after you’ve tried to get justice for yourself.
The problem is not a lack of laws, it’s a lack of enforcement, a lack of justice and fairness that is hard wired into society as we see it today.
